You can't.  I've been talking about self-signed, which can work in an intranet situation because you can push the certs out to the clients.  Otherwise, you'll still need to buy a cert from a CA to sign code.

No, but Verisign does validate that you had a legitimate physical address and phone, where the lawyers and Bobbies can come and get you.  :)

I guess the bottom line answer right now is that you can't use Authenticode signing of ASP.NET programs without at least some expense.  We'll have to agree to disagree on whether that expense is affordable.
